Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 13th June, 2017 in the Ken Stainer Suite at Durley Memorial Hall. 7 Parish Councillors and the Clerk – Mrs Anne Collins were present, along with District Councillor Miller and 10 parishioners.

Apologies were received from County/District Councillor Humby and District Councillor Mclean.

Councillors were concerned that the re-planting of trees has not taken place in Church Copse and further activity is taking place. Residents attending the Meeting said that more trees are being felled and many with TPO’s on them. The Clerk has asked the WCC Tree Warden to make a visit and take appropriate action. Clerk will also chase George Hollingbery MP and CC Humby to ask if this case can be given some priority as it is feared that more damage will be caused.

The play area drainage is now completed and Councillors are pleased with the work, but until there is a heavy rainfall we will not know if the drainage works.

Now that Hampshire County Council has adopted the roadway through the Sawmills development Councillors met with a Highways Officer to discuss ways of making the road safer and address the parking concerns which have been raised by residents over the years. HCC have responded with their options and a letter will be written to residents living in the Sawmills asking for their comments before a reponse is made to HCC.

Cllr Watts and the Clerk attended a Workshop on Disposal of Waste and Landscape Maintenance. They were informed that the Contract is soon up for renewal and Hampshire will consult on the most cost effective way of providing these services in Hampshire.

DC Miller gave a City Council Report and said that the Architect has now been appointed for the development in Winchester. He will also chase up the double yellow lines at Beech Corner and the end of Manor Road.

Many residents attended the Meeting to see what action is being taken against a breach of planning regulations in Durley Street. A recent Planning Application was refused for 4 gypsy/traveller pitches and after the Refusal caravans and diggers came onto the site. The Police were called over the weekend and the Enforcement Officer has visited the site on Monday morning. This matter has now been referred to the Legal Department at WCC for Enforcement Action to be taken.

Councillors discussed using the Community Pay Back Scheme to carry out work within the village. A Work Schedule will be drawn up and then Clerk will contact the Supervisor to arrange suitable dates.

Cllr Pitter reported that the hole in the road in Heathen Street has now been repaired again. It is hoped that it has been filled in properly so that it does not sink again. Cllr Delmege asked when the Traffic Survey results will be available, as Parish Councillors would like them before the Boorley Green development is fully occupied.

Cllr Watts reported that more gates have been stolen in Wintershill. Residents are asked to be aware that gates appear to be stolen throughout the area at the moment.

Councillors discussed the Boorley Green Traffic Management proposals and agreed that an objection would be made to close part of Wangfield Lane as this will encourage traffic to travel up Netherhill which is a narrow country lane and not suitable for additional traffic. Councillors agreed that the lanes through Durley are not built for heavy traffic and many lanes have blind bends and few passing places. The infrustructure should have been agreed when the original planning permission was approved as this could have had an impact on the final outcome of the application decision.
