DURLEY PARISH COUNCIL MEETING REPORT
Durley Parish Council held their Monthly Parish Council Meeting on Tuesday 8th October, 2019 in the Ken Stainer Suite at Durley Memorial Hall. Cllr Delmege (Chairman) chaired the Meeting. Also in attendnace were Cllr Childs, Cllr Watts, Cllr Rappini, Cllr Miller, Cllr Brenchley, Cllr Rutherford, the Clerk (Mrs Anne Collins), District Councillor Mclean and 7 parishioners.
Apologies were received from County/District Councillor Humby and District Councillor Miller.
The locations for the Speed Indicator Sign have been agreed with HCC and it is hoped that the sign will soon be in place to montior the speed of vehicles coming in and out of The Sawmills. Quotes are being sought for 2 further signs which can be used on the entrances to Durley.
The Parish Council Newsletter is being prepared to be delivered to residents in mid-end of November. Articles to include were agreed.
Investigations are being made to perhaps be able to install a new peice of play equipment for the older children of the village, if a Grant can be applied for towards the cost. A Meeting will be arranged with some youngsters to discuss various options.
A Report was given on the Winchester District Association of Parish Councils. The main items for discussion were the Parish Charter, transport in the parishes, and relationships with WCC Officers when dealing with issues relating to the parishes, especially on planning matters.
A District Councillors’ Report was given and it was stated that the WCC Planning Meetings are now going to be held in the evenings from 5.30 p.m. to 9.00 p.m. Updates were given on recent planning items which included the Station Approach, Winchester Leisure Centre, the Broadway and the centre of Winchester. WCC have declared a Climate Emergency and details were given of the recent changes to the Waste Bin Collections, which have been poorly managed. In fact it was reported that some black boxes have still not arrived in Durley for the glass collections.
A School Report was given updating Councillors on recent activities at the School.
Reports were also given regarding the Recreation Ground and The Sawmills – all of which were satisfactory.
A Neighbourhood Watch Report was given and although there have been many thefts in the local villages, there has been none in Durley recently. Scams are circulating all the time and residents are warned to be vigilent. Some Beat Surgeries have also been arranged for members of the public to attend if they wish at Meon Valley Police Station. Details will be put on the website and on the noticeboards.
Drainage work is going to be carried out in Stapleford Lane during October and as Wintershill is breaking up again this will be reported to HCC Highways for action to be taken. Councillors were informed that there has been an increase in HGV lorries going through Durley recently. This will be monitored.
A Financial Report was given and it was noted that the Bank Mandate signatories have now been changed.
