THE MINUTES OF THE MONTHLY PARISH COUNCIL MEETING HELD ON TUESDAY 14th FEBRUARY, 2017 IN THE KEN STAINER SUITE AT DURLEY MEMORIAL HALL, DURLEY AT 7.30 p.m.

7 Parish Councillors, District Councillor Mclean, the Clerk Mrs Anne Collins, PC Chatwin, PCSO Slater and 3 parishioners were in attendance. Kirstie Baines was present to represent the School.

1. APOLOGIES FOR ABSENCE: Apologies were sent from CC/DC Humby and DC Miller.

2. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. Cllr Watts declared an Interest in item 15 (16/03459/HOU). Cllr Delmege declared an Interest in Item 8(c) as he is a Trustee of the CAB.

3. THE MINUTES OF THE MEETINGS HELD ON 10th JANUARY, 2017 AND 19th JANUARY, 2017 WERE SIGNED AS A TRUE AND CORRECT RECORD OF THE MEETINGS.

4. MATTERS ARISING:

(a) Drainage work in The Sawmills has been postponed to March/April. Clerk reported that this has been put off until the weather is better.

(b) Flooding at Beech Corner and outside of School – Update from CC Humby. The work is due to commence on 20th January to put the pipe under the road. There is a Road Closure Notice in place. Clerk has asked HCC Highways if they will reinstate the sides of Snakemoor Lane whilst the road is closed. EBC have also been asked if they will carry out a litter pick whilst it is safer.

(c) Church Copse re-planting – No update was available.

(d) Double lines outside of Beech Corner – Photographs. No update.

(e) Parish Plan Meeting Report – 8.2.17. Cllr Charles reported that no residents took up the offer of an allotment in Albany Road, BW despite the Group making a site visit and there were spare plots available. The Group are looking into the possibility of planting fruit trees for a Community Orchard as this was popular amongst some residents. Also, an Apple Day might be held as there is a lot of fruit grown in the village which is not picked. Village gateway signs are moving forward and it is hoped that at the next Meeting a decision will be made. As only 2 parishioners attended the Carnival Meeting with the Parish Plan Team it was decided that this would not go ahead this year, but could be looked at again in the future.

(f) Southern Parishes Meeting (23.1.17) – Cllr Charles/Clerk to report. CC Humby attended this Meeting and spoke about fly-tipping, the Botley By-pass and EBC planning. A Constitution will also be agreed so that the Group can respond on behalf of all the parishes.

(g) Planning Seminar (25.1.17) – Cllr Charles/Clerk to report. This one day Seminar was organised to inform Parish Councils how to negotiate with developers if and when a development is proposed in your village. Cllr Charles and the Clerk felt that the Seminar was interesting, but was really aimed at places where there was significant development. The memory stick will be passed round to those Councillors who wish to view the content.

(h) Media Training (26.1.17) – Clerk reported that this training was really about the problems with social media for Parish Councils. Facebook appears to cause many issues – especially when Councillors/Clerk puts out information which is not appropriate.

5. COUNTY COUNCILLOR’S REPORT: No Report was available.

6. DISTRICT COUNCILLORS’ REPORTS: DC Mclean gave a Report informing Councillors of the new Officers of Committees at WCC. The Winchester Local Plan has been adopted and the Inspector has found it sound. Fly-tipping prosecutions were welcomed by Councillors and DC Mclean mentioned the latest offenders to receive fines. Apprenticeships are available on the WCC website. The Development Plan for Gypsy and Traveller Sites is progressing. DC Mclean said that he has spoken to the owner of the vehicle which is parked the wrong way round at Beech Corner and is causing concern. He also offered information about village gateways.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. Members of the public present were at the Meeting to hear about Item 8(e) on the Agenda.

8. CORRESPONDENCE:

(a) Letter from Home Start Meon Valley asking for a donation. Councillors agreed that a donation would not be made on this occasion.

(b) Deed of Dedication – Adoption Certificate for The Sawmills, Durley. Councillors were pleased that the Adoption Certificate has now been agreed. Clerk will now ask for the road markings to be put on the road by HCC Highways.

(c) Request for Grant for CAB. Councillors agreed that a Grant of £150 would be made as this service is used by Durley residents. Cllr Charles made a proposal and this was seconded by Cllr Pitter. All Councillors were in agreement.

(d) WDLP Part 2 – Inspectors Report and Adoption. Sent via e-mail. This was noted.

(e) Licence Application for Music Festival – Mr G Rappini and two representatives from Pulse were at the Meeting to inform Councillors about an Event which would need a larger Licence that the one already approved for land at Berkeley Farm, Durley Street. Councillors agreed that they would support the Licence this year and review in the future. The organisers agreed that it will be a family event with no fireworks. Residents will be notified of the Event.

(f) Maintenance of Sawmills for 2017/18. It was agreed that as Shawn Read has made a good job this year we would like him to continue provided his price is unchanged or with a modest increase.

(g) Parish Lengthsman Scheme for 2017-18. Clerk has indicated that we would like to participate again. It is hoped that the Scheme will run again in 2017/18.

(h) Appointment of Parish Council Representatives on the City Council’s Standards Committee. If any Councillor wishes to apply they can do so via the WCC website.

9. SCHOOL REPORT: Kirstie was at the Meeting to discuss the Planning Application below which was of concern to the School. Application Number 16/03390/PNACOU.

10. NEIGHBOURHOOD WATCH REPORT: – PC Chatwin and PCSO Slater gave the Police Report and gave statistics for the past 2 years. The parking outside of Beech Corner Garage and the School are still problems which need the Police to monitor. Cllr Watts asked if they could also monitor the regular parking in the bus lay-bys. The Police offered to patrol at School times and perhaps put Notices on the vehicles. There have been some break-ins within the last couple of months – gates and a trailer have been stolen from properties in Durley. PCSO Slater will visit Lunch Club to speak about scams.

11. HIGHWAYS REPORT: Cllr Pitter will report the large pot holes which keep appearing in Durley Street.

12. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques. Clerk said that she might have to make a transfer from the Lloyds Account to the Current Account as some larger bills have been paid and the vat refund has not come in yet. Cllr Watts and the Clerk will visit Lloyds and sign the transfer forms.

13. HALL: Tiling in Hall foyer and kitchen has been completed. Problem with cctv and freezer being switched off during a booking on 14.1.17. Lunch Club lost all the contents of the freezer which was valued at around £100. Councillors agreed that this was unfortunate and Lunch Club are going to hold a Meeting to see if they need a freezer at the Hall. Purchase small tables for Hall – Clerk has applied for a CC Grant towards some of the cost of the tables, and a small Grant towards the trolley to hold them in. Some elderly hirers find the tables difficult or impossible to move so these new ones will be lighter, and easier to store. The Caretaker is still off sick at the moment, and will find the lighter tables better when he returns to work. Once the Grant applications are heard the Clerk will place an order.

14. RECREATION GROUND: Cllr Watts reported that everything was running smoothly.

15. PLANNING:

16/03459/HOU. Mr and Mrs Kurn. Two storey side and rear extensions with attached double garage (as previously permitted 12/00617/FUL). Peach Cottage, Durley Street, Durley. Councillors agreed that an Objection would be made as the proposed dwelling would be too large for the original plot size. The timber stable which was permitted has still not been completed yet, or in the materials proposed. We would like to see all outstanding enforcement issues concerning this property resolved and one container removed from the site as there is only permission we believe for one not two. It also appears that the garage has been built on equestrian land and not on the building plot. Councillors also question why this application has lapsed twice before.

16/03390/PNACOU. Mr Brewer. Change of use of three existing agricultural buildings to dwellings. Durley Brook Farm, Durley Brook Road, Durley. Councillors agreed that an Objection would be made on the grounds of flooding, safety and highways. Clerk will outline the reasons for objecting on these grounds and send Councillors of copy of the summary. A copy of the Objection will also be sent to our District Councillors in the hope that they will support the Parish Council and School in objecting.

16/03250/FUL. Mr Leech. Change of use from agricultural land to garden and the construction of a new vehicular access to Durley Hall Farm. Durley Oaks, Durley Hall Lane, Durley. Councillors agreed that no comments would be made on this application.

17/00003/REF. Mr Maskell. Appeal against WCC for Change of use of land from orchard to residential curtilage (Certificate of Lawfulness). Belmore Cottages, Manor Road, Durley. This is for information only.

16/03083/HOU. Mr Hammal. Convert former dairy building to granny annexe. Channels Farm, Gregory Lane, Durley. GRANTED.

16/03209/FUL. Mrs Gregory. Conversion of existing agricultural barn to dwelling. Findens Farm, Kyes Lane, Durley. Councillors had no comments to make on this application.

16/03445/FUL. Mr and Mrs Hounsham. Alteration to existing garage roof, creating a dormer with balcony to the rear; second air source heat pump (PART RETROSPECTIVE). Appledown Barn, Kytes Lane, Durley. Councillors agreed that no comments would be made.

16/02617/FUL. Mrs S Ralph. Continued use of residential caravan for the sole use of the owners who require permanent residence on site to manage the existing animal sanctuary (RETROSPECTIVE). The Piggeries, Mincingfield Lane, Durley. GRANTED.

16/02817/HOU. Mr and Mrs Topliss. Ground floor flat roof extension and loft conversion with dormers to front and rear. 6 Durley Mews, Durley. GRANTED.
